SEN and Disability Green Paper

Support and aspiration: A new approach to special educational needs and disability is a new green paper open for consultation by the Department for Education from the 9 March to 30 June.

Using feedback on areas such as early identification and assessment, parental control, learning and achievement, preparing for adulthood and services for family – the Green paper sets out what has been called the ‘biggest programme of reform in the education and health support for children with special educational needs (SEN) and disabilities in 30 years’.

The SEN and Disability Green Paper, has been informed by teachers, local authorities, health professionals and national and local organisations and families, and aims to address areas of concern such as the support that families receive and the level of complex assessment procedures that are currently in place.

According to the Department for Education’s website, the following key proposals have been put forward:

  • a new approach to identifying SEN through a single Early Years setting-based category and school-based category of SEN
  • a new single assessment process and Education, Health and Care Plan by 2014
  • local authorities and other services will set out a local offer of all services available
  • the option of a personal budget by 2014 for all families with children with a statement of SEN or a new Education, Health and Care Plan
  • give parents a real choice of school, either a mainstream or special school
  • introduce greater independence to the assessment of children’s needs.

Pearson Assessment was pleased to welcome many of the proposals that have been put forward. Providing children and families with the access to the support they need is key, if we are to help give ‘every child…[the] fair start in life’ they deserve.  We will be looking carefully at the proposals and seeing how we can use the tried and tested tools we have in place to support parents and services further during the consultation period and beyond.
